The City is committed to managing its biosolids in an environmentally sound, socially acceptable, and cost-effective manner. We are constantly reviewing the program and incorporating continual improvements. In 2005, the City was directed by a writ of mandate issued by the Tulare County Superior Court (Writ) to undertake an evaluation under Section 15168(c) of the California Environmental Quality Act (CEQA) guidelines to determine if additional CEQA review was required for the 2000 purchase of the Green Acres Farm site in Kern County and the 2000 amendment of the Responsible Biosolids Management (RBM) contract for the transportation and land application of biosolids. Based on the Writ, an addendum to the 1989 and 1996 Biosolids Program Environment Impact Reports (EIR) was prepared and approved by the City Council on December 8, 2010. In April 2012, the Court Order ruled that the addendum was inadequate to discharge the Writ and directed the City “to do a new Initial Study per §15168(c)(1), and to proceed thereafter as required by law.” As directed by the court, the City has prepared an Initial Study and will prepare the Green Acres Biosolids Land Application EIR. Public Outreach

The City is committed to implementing a public outreach program that engages the public and allows opportunities for interested parties to be involved. The City’s public outreach program is reviewed during the audits and we invite interested parties to participate in the process. Since 2005 several interested parties have participated in the City’s biosolids EMS audits. Their partipation has provided valuable input that we have used to improve our biosolids management program. Recent biosolids related public outreach events include:

View photos Green Acres Tours
Many tours are provided showing the biosolids and farming operations at Green Acres. Local residents, regulatory agencies, media, interested parties, City officials, and the public tour the farm. The tours provide an overview of biosolids application and farming operations. Crops grown on the farm are Milo, Sudan Grass, Wheat, Alfalfa and Corn.
View photos Terminal Island Renewable Energy Project Presentations
In 2011, 10 briefings and 12 presentations were provided to over 1677 interested parties. Many of the briefings and presentations included a tour of the TIRE Project site.

In 2011, 206 tours were conducted at the Hyperion Treatment Plant, which included over 3,408 guests.

The stakeholders from the Wastewater Integrated Resources Program met in May 2011 to receive and discuss program updates and changes.
View photos Griffith Park Compost Facility Tour
Several interested parties and City staff toured the Griffith Park Compost Facility. The facility produced 1609 tons of compost that was used throughout City parks and schools or sold to large private users.
