The City is committed to managing its biosolids in an environmentally sound, socially acceptable, and cost-effective manner. We are constantly reviewing the program and incorporating continual improvements. In 2005, the City was directed by a writ of mandate issued by the Tulare County Superior Court (Writ) to undertake an evaluation under Section 15168(c) of the California Environmental Quality Act (CEQA) guidelines to determine if additional CEQA review was required for the 2000 purchase of the Green Acres Farm site in Kern County and the 2000 amendment of the Responsible Biosolids Management (RBM) contract for the transportation and land application of biosolids. Based on the Writ, an addendum to the 1989 and 1996 Biosolids Program Environment Impact Reports (EIR) was prepared and approved by the City Council on December 8, 2010. In April 2012, the Court Order ruled that the addendum was inadequate to discharge the Writ and directed the City “to do a new Initial Study per §15168(c)(1), and to proceed thereafter as required by law.” As directed by the court, the City has prepared an Initial Study and will prepare the Green Acres Biosolids Land Application EIR. Program Updates

The City of Los Angeles is continuously investigating, developing, and implementing changes to our biosolids management program. We are implementing changes in order to maintain a program that is environmentally sound, protective of public health and the environment, and cost-effective. We are committed to keep you informed and involved in our program. Listed below are program updates and changes. Contact us for more information about these items.

  • 2012 Interim Audit - The City of Los Angeles will be completing a third party audit in June 2012 of its Biosolids Management Program. If you would like to participate in this audit by being interviewed, observing, or addressing findings please contact us at the information below.
  • 2011 Interim Audit – The Bureau of Sanitation’s communication process for alerting and informing the public about changes and updates to the program are effective, as well are communications between contractor, farmer, and City staff at Green Acres farm. The Bureau’s public outreach and communications program is effective and has resulted in positive feedback and recognition from several sources, including other City Departments and outside governmental agencies and organizations. The Bureau of Sanitation’s process for maintaining contractor control has resulted in improved operations, continued regulatory compliance, and allowed continued use of biosolids at Green Acres Farm. The City had one minor noncompliance regarding an inaccurate site photo at the Griffith Park Composting Facility. To view result click here.
  • 2011 Biosolids EMS Performance Report - To highlight some of the accomplishments and improvements of the City’s biosolids management program we have completed our annual 2011 Biosolids Environmental Management System Performance Report.   • TIRE Update – The City has successfully injected over 160 million gallons of digested sludge and biosolids slurry into deep geological subsurface. The project has been in operation for almost four years. Based on monitoring data and results the formations are responding well and accepting the material. The project is in compliance with regulatory requirements. For more information click here.
  • Goals and Objectives – The City has set new goals and objectives for the biosolids program for fiscal year 2011-2012. Current objectives are on or ahead of completion schedule.   • Management Options – In 2011, the City produced approximately 250,000 tons of biosolids. The biosolids produced were managed through land application, composting and deep well injection. For more detailed information on the management options click here.
  • Regulatory Compliance – To ensure that the biosolids we produce are safe and managed in an environmentally sound manner we monitor and measure several parameters. Annual reports are prepared that provides the results of the parameters we monitor and measure. To view latest regulatory reports here.
  • Outreach Update – The City provided tours to over 4900 guests in 2011. The tours were conducted of the HTP, TIWRP, Griffith Park Compost Facility, and the TIRE facility.
